Malted milk powder actually contains milk powder itself, so it can usually be substituted with a plain milk powder, yes.

Be aware that this doesn’t work in reverse, so if a recipe calls for milk powder, we wouldn’t recommend substituting with malted milk powder.
You’re free to do what you like, of course, but it might not work out very well!
Is malted milk healthy?

How can you stop malted milk powder from going hard?
